The upper house of Russia's parliament votes to approve the incorporation of four Ukrainian regions into Russia, a day after a similar vote in the lower house
Russia formally moved to annex four Ukrainian territories last week, but none are fully under the control of Moscow's forces and Ukraine continues to advance in the south and in the east.
In a session on Tuesday, the Federation Council unanimously ratified legislation to annex the Donetsk, Luhansk, Kherson and Zaporizhzhia regions of Ukraine, following a similar vote in the State Duma, Russia's lower house, a day ago.
