The TIRZ funds, previously designated for infrastructure improvements, will now partially support the stadium and its surrounding district.District 5 Councilwoman Teri Castillo, who opposed the funding plan, argues that the money could have been better allocated to other city needs. The stadium itself will cost $160 million, but the development will extend beyond the ballpark. Plans include creating a new sports and entertainment district.Residents in these apartments will be affected by the relocation plan, which is divided into phases.

Councilwoman Castillo stresses that the responsibility to support displaced tenants falls on the property owners.
