Semaj Mozee was shot through a door he had slammed shut in a Williamsport apartment.
WILLIAMSPORT-A second Williamsport man has been charged in connection with the 2020 gang-related killing of a teenager in the city.
An 11-year-old girl who was in the second-floor apartment with Mozee told police she recognized Carter, whose street name is “Ziggy.”She heard a knock on the door and an adult in the apartment asked who it was but there was no response. Mozee, Carter, and others at one time hung out together on a daily basis but his stepson then began associating with another individual and his friends.That resulted in Mitchell, Carter and the rest of the “400″ gang considering Mozee as their enemy or “op” which is short for the opposition.
Besides second-degree murder, Carter is charged with conspiracy to commit first-degree murder and burglary.
