Her remarks addressed the compromise bill she helped broker, principally with three others, that would create more stringent background checks on legal gun sales, especially involving younger adults, as well as provide billions in new funding for mental health counseling, risk assessment and layers of school safety measures.
"Our bipartisan group of senators rejected the notion that legislating must be a zero-sum game with winners on one tally sheet and losers on another," she said. Her 14-minute speech came after 14 Republicans joined with Democrats on Tuesday to clear a procedural hurdle on the way to a final vote, perhaps by Friday, on a bill in response to recent high-profile mass shootings in New York and Texas.
