U.S. Sen. Sherrod Brown wants to close a loophole in trade law that exempts packages valued at under $800 from U.S. duties, taxes and fees.

“As e-commerce becomes a bigger and bigger part of the economy, our rules haven’t kept up,” said Brown, who announced that he’s introducing a bill called the Import Security and Fairness Act, that would remove the low-value exemption for parcels that come from non-market economies, such as China., a cotton swab maker with 750 employees, told reporters that the loophole threatens the domestic textile industry by letting companies like Temu ship Chinese products into the United States duty free.
The shipments from China hurt domestic textile suppliers who provide his company with the material they use to make cotton swabs, forcing his U.S. Cotton to scramble to import the fiber it needs because it can no longer get enough domestically, said Warlick.
At the hearing, Brown said Ohio has lost more than 276,000 manufacturing jobs since the 1994 enactment of the North American Free Trade Agreement and since China’s entry into the World Trade Organization. That job loss devastated local communities and eroded the nation’s competitiveness and manufacturing base, said Brown.
