Drivers heading into Manhattan's Central Business District below 60th Street would have to pay a toll anywhere between $9 and $23. "This is about right and wrong. This is about fundamental fairness. This is about respecting your neighbors. And most importantly, this lawsuit is about environmental protection -- protecting every community that is adversely affected," said the attorney filing the suit, Randy Mastro.
