Prosecutors said Clark first emailed acting Attorney General Jeffrey Rosen and acting Deputy Attorney General Richard Donoghue on Dec. 28, 2020, asking for permission to notify the Georgia officials of that claim. Later that week, he met with the two men in person to repeat that request. “The State assumes that it is for the State to determine the scope of the responsibilities of an Assistant Attorney General of the United States. It is not. Constitutionally, that is none of the State’s business,” they wrote.
