A University Heights man accused the city and mayor in a federal lawsuit of retaliating against him over prayer groups he planned to hold at his home to adhere to his Orthodox Jewish faith.
The fight between Grand and the city started in January 2021, when Grand organized a group to pray at his home. Under Orthodox Judaism, Grand must pray three times per day with at least 10 other men in observance of Shabbos, which lasts from sunset Friday until stars emerge on Saturday night. Those who observe are not allowed to travel by car during that time span.
Brennan and the city’s law department sent cease-and-desist orders and, according to the lawsuit, and threatened legal action if Grand held the prayer groups. The lawsuit said the city’s action was “unprecedented.” After the dispute over the prayer group, Brennan and other city officials orchestrated a string of retaliatory measures against Grand, according to the lawsuit.
The city later ordered Grand to remove a fabric barrier he set up for privacy after a neighbor set up surveillance cameras pointed at Grand’s home. Grand also accused the city of retaliating against him by ordering garbage collectors to skip his home intermittently and by citing Grand after a disabled friend parked on a gravel strip next to his home.
