Santa Clara County is experiencing a drought emergency, and we must all take immediate actions to reduce water use and protect our current and future water supplies."

This news comes as the district has yet to see significant reduction in water use despite taking action in the past year to curtail it. Santa Clara Valley Water declared a water shortage emergency in June 2021, with its reservoirs reaching historically low levels, requiring customers to reduce water use by 15% compared with 2019 levels. Since then, customers have cut back a mere 3%, Bijoor said.

Santa Clara Valley Water, with 10 reservoirs and about 5,000 wells serving 2 million customers, is a wholesaler, selling water to retailers within the region. The county depends on its reservoirs, which have shrunk dramatically after two consecutive dry winters. It also gets more than half of its water from outside the region and those sources are also drying up.

Exacerbating the issue, the Federal Energy Regulatory Commission ordered that the district drain Anderson Reservoir, the county's largest reservoir, for public safety. The reservoir is expected to be out of use for 10 years as the district completes a seismic retrofit. "Anderson Reservoir has been taken down to dead pool because it’s undergoing seismic retrofit," explained Kirsten Struve, the district's assistant officer for the water supply division."It’s making Valley Water more vulnerable, and normally we’d have emergency water in that reservoir."
