If Jersey City’s strongest African-American community – Ward F – is left out of the expected lucrative cannabis marketplace, it will once again be left behind.

More effort must go into finding out why there have been few applications so far for both Wards F and A.

The Fulop administration’s response to Jersey City’s Cannabis Control Board’s first report -- which showed where the first 23 retailers have been approved to open -- was disappointing. Those statistics are great, but they skirt the issue of ensuring that the communities most harmed by the war on weed now benefit from the new marketplace.

Furthering the point, only nine of the 23 successful applicants so far provided driver’s licenses showing they live in Jersey City and only three others live in Hudson County, according to the CCB report.
