Environmental Protection Agency and the Northeast Ohio Regional Sewer District are amending the consent decree, known asOne element of the amendment – the fifth since the $3 billion decree went into effect in 2011 – will save the sewer district $24 million in capital expenses, not to mention operational and maintenance costs down the road, while improving the level of sewage treatment, said Robin Halperin, deputy director of watershed programs at the sewer district.
