A two-tiered system of justice in Texas lets less populated counties have more time to provide court-appointed lawyers, putting some of the poorest rural Texans at a disadvantage after an arrest.

In one of those, Bandera County, the appointment rate for misdemeanors rose from 10% in 2019 to 38% in the first year of the office’s existence.
