Kenney launched the allegation today at a forum in Washington in response to a question on what more Trudeau could have done in 2015 when then-President Barack Obama vetoed the pipeline

WASHINGTON — Alberta Premier Jason Kenney is accusing Prime Minister Justin Trudeau's former top aide Gerald Butts of conspiring behind the scenes with the Obama administration to torpedo the Keystone XL pipeline project, an allegation that ignited a clash between the two old rivals.

“I mean, the announcement of President Obama’s veto of Keystone XL came 48 hours after Prime Minister Trudeau was sworn into office,” said Kenney, a former federal Conservative Cabinet minister, during a panel discussion at the Wilson Center. “All of that is absolutely correct,” interjected Saskatchewan Premier Scott Moe, who joined Kenney for the panel discussion.

“The challenge,” Trudeau said then, “is to demonstrate that it can be done in the sense that we’re protecting our environment and making sure that we’re making the right gains toward sustainable energy sources in the long run.”
