The question is whether you can find causation. Has crime gone up during Gonzales’ tenure because of his policies, or because of factors out of his control? In a video interview posted last week by the Bexar County Republican Party, LaHood criticized Gonzales for employing a cite-and-release policy that allows police officers to issue citations for minor offenses rather than make an arrest; for expanding the use of pre-trial diversion for low-level cases; and for opposing enforcement of the state’s new abortion ban.
Putting aside the moral question of whether individuals should be locked up for offenses such as the possession of a small quantity of marijuana, there is also the practical question of how to best utilize our criminal-justice resources. “If law enforcement didn’t like cite-and-release, they wouldn’t use it. But they see the benefit in issuing a citation to someone who they pull over that may have one or two joints in their pocket. Instead of spending an entire shift to process an arrest, they make the decision to issue a citation and then they go back on patrol.”
In 2020, murders rose nearly 30 percent across the country, the largest single-year increase in nearly a century. That same year, murders rose by 22 percent in San Antonio.
