Can the letter writer ask that the window shade stay open when they sit in the aisle seat?

I have learned to grin and bear it, but it is annoying and feels rude. The window occupant never asks if it is okay with the rest of us in the row to close the shade. Is the window occupant the sole ruler of the shade? Do I have a right to ask for it to stay open?
