Decision to replace original two-bore tunnel design with a single, gigantic 53-foot-diameter boring was hugely expensive.
The Santa Clara Valley Transportation Authority has badly bungled its planned BART extension project through San Jose. As a result, costs have soared.project has gone from $4.7 billion in 2014 to $5.6 billion in early 2020, $6.9 billion in late 2020, $9.3 billion in 2022 and now to the just-announced $12.2 billion.
This decision was both short-sighted and unnecessary. As is done in subway construction projects throughout the world, Santa Clara Avenue could be closed for a short period at the station locations at the beginning of the project, one half of the street at a time, so that temporary decking could be installed. After that, normal traffic could continue while the heavy construction work proceeded unseen below.
In contrast, returning to the original two-tunnel arrangement would radically reduce costs, allow ample room for the platforms, reduce the amount of tunnel excavation by 75%, significantly shorten the construction time and greatly reduce the thickness of the concrete tunnel lining.
Fortunately, everything is still on paper and stored in computers, so there’s still time to fix this.
