Housing — too much, not enough, wrong kind — is on everyone’s minds. And now Bay Area voters in about a dozen cities will have the chance to decide on a range of local housing measures appearing on their ballots this year, ranging from taxes on empty homes to strengthening eviction protections.
Here’s a breakdown of some of the other significant measures that could shape the region’s response to its chronic housing crunch.Ballot measures in San Francisco and Berkeley would levy a tax on vacant homes. The measures, backed by elected officials in both cities, aim to unlock much-needed housing by compelling property owners — especially those buying homes as investments — to rent or sell their empty units.
Berkeley’s vacancy tax measure, called Measure M, would tax most vacant homes of all kinds. A city report found it. According to 2020 Census data, over 4,700 units were vacant in the city for various reasons. A city analysis found the tax could raise up to $5.9 million annually for the city’s general fund.
Opponents question the accuracy of the cities’ revenue and unit projections and argue the taxes would disproportionately hurt small landlords. Some also say the measures don’t address the root cause of the cities’ housing shortages: a lack of new homebuilding.
